There are genes which can be correlated, without one directly causing the phenotype for the other.

Sometimes during meiosis when the chromomes line up in pairs the ends can break off and switch, this is called crossing over

This means a gene passed from your mother's genetic line can become stuck to the chromosome from your father, so chromosome don't stay exactly the same as they are passed generation to generation.

The closer two genes are on the same chromotid, the less likely it is that a break will occur between them so these genes will often remain together even over hundreds of generations.

Hypothetically, if behavioral genes exist in close proximity to, and on the same chromotid as, physical appearance markers for a particular ethnic group, then people who are descendants of that group, and look like that ethnicity are likely to express those behaviors. E.g. white girls like starbucks, black men won't stop killing each other.

This could also explain large IQ differences between ethnic groups.

The problems with this primative race theory is that

A) it created groups of race based on continental boarders which lumped every ethnic group within those boarders together

In reality the old idea if race is crumbling away, but with it our understanding of smaller ethnic markers are growing stronger. There are no genes that ALL black people or ALL white people share. But, there are genes that are unique to individual communities (and that's how DNA genotyping [23&me, etc.] works)

 Race is an imaginary construct based on looks. Ethnic groups exist, and this can be proven genetically, but ethnicity and that which is considered "race" are two different things.

It seems like to me that she's explaining how "race" isn't a thing in the broader sense of it, but rather that the traits we take as racial exist as genetic components of culture. 

She then states the difference between how similar and dissimilar genes respond to each other, which doesn't allude to the racial construct despite it's means of coasting on it otherwise. 

Effectively, she's taking what exists as pieces of race and splitting them from the grander assumption.
