According to someone on the origin Reddit thread:
Okay, so starting from 4:55, the camerwoman is saying something along the lines of: "On several instances I went to take her to buy bananas (in pinyin: xiāng jiāo) and she wanted to steal (you can clearly hear her say "tōu" which is a verb meaning steal in this context) because the bananas are too expensive"
At 5:14, the CIA torture specialist shirtless lowlife slaps the woman with a ruler and asks her "did you steal that" (steal in this case is "ná" which is technically take but in this context would be interpreted as steal). He then says something like "did you take that money" which you can clearly hear as "qián" which is Mandarin for money.
Starting at 6:07 is when you hear the first mention, from the camerawoman, of "hóng bāo" which as I explained earlier is a traditional, and very very common, Chinese New Year gift of money in a red pouch. The camerawoman also addresses the restrained woman as "xiǎo hái er" which means child or younger person than you. She says that this younger person would go through the red pouches and see which one had more money and take the one that had more money.
Around 6:23 is the most blaring evidence that this is about money: the camerawoman says that this woman took (you can hear "tōu" meaning steal) a red pouch worth 50 yuan (you can very clearly hear her say "wǔ shí kuài qián") to which the CIA agent asks the restrained woman "yóu méi yóu tōu" which means did you steal that? The woman mumbles something that is unintelligible and the man responds why did you steal that.
Personally I thought this video was pretty interesting since, aside from that video of the toupee wig guy getting jumped, we don't see too much good quality Chinese beatdowns and especially having Chinese descent, it's a good look into the life of Chinese scum and the lowest class of people that normally you don't see in the media or on vacations back to China
