How do they have such a huge obvious place for prostitution in a place where prostitution is illegal? What stops police from deciding to just go room to room and arrest everyone they find?
They're likely on the take, and it's likely a lower economic area.
Having it be illegal but not enforced just has it gather in corners instead of spreading all over. If anything, that model is a hotbed for crime even more so than letting it flourish.

I looked on youtube and found another video of the area. Apparently go even get into 588 you have to be searched by guards who make sure you aren't a cop. I guess if a cop did show up they would just tell everyone inside to play innocent.
