OK stratum of  SOCIETY is:  A group of people in it who are similar in their education, income, or social status.

So there very well could be a political strata. But a political strata of supermodernity?

I'll break it down for you....

Strange - different from what is usual, ordinary, or expected.

Element -  a member of a set.

Political - of, relating to, involving, or involved in politics and especially party politics.

Stratum - a bed or layer artificially made.

Supermodernity - a type, mode, or stage of society that reflects an inversion of modernity in which the function of an object has its reference point in the form of an object rather than function being the reference point for form.

Bloomberg attempting to artificially manifest viral support by exchanging capital for memes is an example of the function of politics having its reference in the form of the internet.
